WINDOWS XP
(1) Download and install VLC Player for Windows
(2) Run VLC Player,
Go to Settings -> Preferences, expand Interface and click on wxWidgets. In the bottom right corner of wxWidgets interface module window, click on Advanced options to show advanced settings. Next, uncheck the Taskbar check box in order to remove VLC Player title from the taskbar while the program is running. Check Systray icon if you want to enable Systray (system tray or notification area) icon instead.
(3) Next, expand Video -> Output Modules and then select Direct X. In bottom right corner of DirectX Video Output window, check the Advanced Options check box in order to see all the settings available.
(4) Check and tick the Enable wallpaper mode check box.
(5) Select Playlist and then check or tick the Repeat current item checkbox
(6) Press Save button when done.
(7) Open and play any video that you would like to set as motion wallpaper in VLC Media Player.
(8) If the video hasn’t yet been set as desktop background, right click on the video and click on Wallpaper.
(9) The video or movie will be set as DreamScene motion desktop background wallpaper.

WINDOWS VISTA
(1) Right click on the desktop.
(2) Go to personalize and select Desktop Background.
(3) In the Desktop Background window click the location drop down menu and select Dream Scene Content
(4) Now Select the movie you want to run as desktop background.

WINDOWS 7
If you are running Windows 7, you can use Windows 7 DreamScene Activator. This enables DreamScene in both 32 & 64 bit versions of Windows 7. Users can then set either MPG or WMV files as desktop wallpaper.
(1) Download and extract the Windows 7 DreamScene Activator. Once extracted, right-click on the Windows 7 Dreamscene Activator and select Run as administrator.
(2) Click on Enable DreamScene. This will also restart Windows Explorer if it is open.
(3) To play your DreamScene, browse for the file in Windows Explorer, right-click the file and select Set as Desktop Background.
Enjoy your new Windows 7 DreamScene.
To switch back to your previous wallpaper, Click Disable DreamScene.
